The Doctrine of Collective Responsibility
The doctrine of collective responsibility is constitutional convention of the UK parliament to encourage compromises in Cabinet. By the theory of collective responsibility, all members of cabinet could participate in formulating policy, and they must support each other and defend Government policy in piblic even they disagree privately. If there are members who could not follow Government policy, those members have to resign. Even if someone does not resign, he/she should be sacked by the Prime Minister. It is because unanimity is needed for showing confidence of the House of Commons even though that is a fiction. Furthermore, discussion in Cabinet must be confidential if open and frank exchange of views are to take place. Only when resignation speech the Cabinet ministers could mention the reason why they resign.
